2 Mayors Welcome to the Waratah-Wynyard Municipal Area It is just great that you have chosen to reside in our part of this island state. Tasmania offers so much variety in which ever path you wish to take, and to think that your choice of residence is in the Waratah-Wynyard Municipal Area gives me a great sense of pride. It is important to us that we make you feel welcome and comfortable in our environment. We have amazing landscapes from beautiful coastal beaches, to being half an hour drive to the Tarkine wilderness and all the rich rural activities that prosper in between. Our towns are designed to be very accessible and provide a variety of activities and services to all age groups. From our coastal seaside villages, to our historical mining towns, such as Waratah, we have decades and generations of history. Waratah-Wynyard Council staff have a great knowledge of our area and are there to help you with any queries that may arise from time to time. They provide this with the utmost pride and respect, which Im sure will help make your transition that much easier. In the early days of your arrival feel free to visit the Wonders of Wynyard Information Centre on Exhibition Link, which is a great place to meet many local volunteers who have a wealth of knowledge and will be the perfect start to what our region has to offer. We have many not for profit organisations and sporting clubs in our area and they are very loyal ambassadors for our area always flying the flag for us with their representation here and abroad. 4 SNAPSHOT The municipality of Waratah-Wynyard covers an area of 3532 square kilometres ensuring we are able to offer you every possible lifestyle option from serviced urban residential to rural and rural residential acreage. Localities included within the Waratah-Wynyard Municipality are: Wynyard, Somerset, Yolla, Boat Harbour, Sisters Beach, Waratah, Savage River and Corinna. POPULATION: 14,289 AREA: 3532 km2 CLIMATE: Temperate AVG JAN TEMPURATURE: 22oC AVG JUL TEMPERATURE: 12oC Waratah-Wynyard municipality is located in north-west Tasmania. With a population of slightly fewer than 14,000 people, the municipality covers 3532 square kilometres bounded by Bass Strait to the north, Rocky Cape National Park to the west, the Pieman River at Corinna on the States West Coast to the south and to the east, the Cam River also bordering the City of Burnie. Waratah-Wynyard is recognised for its productive dairy, vegetable, horticulture and forestry enterprises that thrive on well-watered basalt soils for their rich red colour. Vegetables such as potatoes, peas, onions and corn are grown and in more recent years, poppies, pyrethrum, liliums and tulips have been successfully cultivated. Waratah-Wynyard also offers the unique geography of Table Cape, Fossil Bluff, access to the Tarkine wilderness and Doctors Rocks. Wynyard is renowned for the spectacular display of tulips at Table Cape that showcases a local festival, "Bloomin' Tulips" held each October. Take a little time to explore its beaches and enjoy the fresh sea air and safe swimming and boating opportunities. Page 4 of 36
5 OUR TOWNS Wynyard The township of Wynyard, is sheltered by Table Cape and Fossil Bluff unique geological landmarks formed over 13 million years ago. Surrounded by lush farmland, Wynyard sits on the seafront and on the banks of the Inglis River. It is a charming town on a particularly beautiful stretch of coastline and is popular with retirees for its excellent beaches and flat topography. The rural area around Wynyard is English in character with rolling hills and a patchwork quilt of fields with the tulips in bloom each September/October a site not to be missed. Fly into Wynyard to the Burnie Airport, or drive along the coastline to this picturesque town edged by riverside gardens and two golf courses. Somerset The township of Somerset is located 12km east of Wynyard on the western bank of the Cam River and borders the City of Burnie. With a population of about 3800 people, Somerset is an attractive town with a delightful beach. Somerset has excellent recreational facilities and a traditional shopping centre with a village atmosphere. The area is a popular fishing haunt for both ocean and river fishing. The beach has both good swimming and an active Surf Life Saving Club. There are also pleasant walks along the foreshore which is accessible from the Esplanade. Yolla Approximately 18km south of Wynyard and has a population of about 700 people, Yolla is in the midst of a rural area with dairying, vegetable production, beef cattle, cropping, forestry and poppy production. Yolla District High School is located in the middle of town and caters for kinder to year 10. Page 5 of 36
6 Boat Harbour Voted one of Australia's Top Ten beaches, Boat Harbour Beach is noted for its white quartz sands, rock and coral formations and crystal clear blue waters. Boat Harbour is a charming beach village set on the side of a gentle hill and is located 15kms from Wynyard. The area has two small population centres; the town, high above sea-level, and the beach community below, nestled between rocky headlands. A primary school is located in the area to service the population of about 400 people. Sisters Beach Sisters Beach is located within fifteen minutes west of Wynyard. It sits within the Rocky Cape National Park and is situated on the old horse trail known as the Postman's Track that once formed the only connection between Emu Bay (now Burnie) and the Van Diemen's Land outpost of Stanley. It has a beach of white sand, approximately three kilometres in length and an excellent boat launching ramp. A unique aspect of Sisters Beach is the prevalence of giant Banksia Serrata. It is the only place in Tasmania where they are endemic. Waratah The town of Waratah, an hour from Wynyard, developed and prospered when James Philosopher Smith discovered tin at Mt Bischoff in 1871. This mining heritage is still an important part of the town today, however Waratah is also a town rich with history and areas of natural beauty. The Waratah Museum, Athenaeum Hall and Tarkine Interpretation Centre and Kenworthys Stamper Mill all provide an experience for visitors interested in understanding the regions heritage. Situated in the centre of town, a man made waterfall provides a picturesque photo opportunity and a wonderful walk to the base of the fall. Page 6 of 36
7 ADVERTISING BY COUNCIL Newspaper Located in the Local Government Section of The Advocate. When necessary, Council notifies of planning applications, upcoming Council meetings and road and bridge closures in the Local Government daily section of The Advocate. Generally, items are advertised in Wednesday and Saturday editions of The Advocate in the Local Government section of the Classified Advertisements and on Councils website (www.warwyn.tas.gov.au). A profile of what is happening in the Waratah-Wynyard Municipality can be found in Tuesdays Advocate newspaper in the Coast to Coast section. Notice Boards Notice boards advising of both Council and community activities are located At the Council Office, 21 Saunders Street, Wynyard; Outside Wynyard Post Office, Goldie Street, Wynyard; Mall section of Wragg Street, Somerset Sisters Beach General Store have a notice board that can be utilised by community groups. Internet Council operates its own internet site www.warwyn.tas.gov.au agendas, minutes, strategic plans and information on Council services are available. Tourism specific information and the Bloomin Tulip Festival are also available on the Council maintained website www.visitwaratahwynyard.com.au - Tulip Festival www.bloomintulips.com.au. Council also utilises Facebook (www.facebook.com/waratahwynyardcouncil) to provide daily information to residents. 8 BANKING Wynyard Three banks operate in Wynyard the ANZ, Commonwealth and B & E. They all have ATM access externally. A Westpac ATM is located in Goldie Street on the exterior of Little Shop of Creations, Bendigo Bank ATM is located on the exterior of the Wynyard Newsagency, Goldie Street. An ATM is located inside the IGA Supermarket Park Street, Wynyard EFTPOS is available at numerous businesses. Somerset The Commonwealth Bank is located in Wragg Street, Somerset with ATM access externally located outside the bank. An ANZ ATM is located on the exterior of the Stamping Bug. An ATM is located inside the Somerset Newsagency. EFTPOS is available at numerous businesses. BUILDING Building permits are required for demolitions, alterations, additions, changes of use and all new buildings including certain fences and swimming pools. Before commencing any building project, it is advisable to contact Councils Development Services Department to find out just what is required for your particular job. It is important to note that planning approval will need to be obtained before most building plans can proceed. Planning permits are required for new and changed use and development under the Waratah-Wynyard Planning Scheme. The Scheme and associated maps can be accessed via Councils website. Page 8 of 36
9 Private Building Certification Whilst Council is still the authority that issues building permits, Council no longer offer building surveying services, which means that residents contemplating building works are now required to engage the services of a private building surveyor for the purposes of gaining a Certificate of Likely Compliance and for the undertaking of mandatory inspections of building stages. A list of Tasmanian accredited building surveyors can be found at http://www.wsa.tas.gov.au/abp_new Once a building surveyor has been engaged on a project the Building Act 2000 prevents another from being engaged on that project. The definition of fully self-contained means that vehicles must have their own shower, toilet, washing, cooking and sleeping facilities and must have holding tanks for all toilet waste and sullage water sufficient for at least 24 hours use by the occupants. 10 CATS The State Government introduced legislation to control cats in 2012. Council is committed to decreasing the number of feral cats in the community and ensuring domestic cats are managed in accordance with the legislation. Council refer all feline enquiries onto the Devonport RSPCA Animal Shelter, Tarleton Road, Spreyton 6427 2566 CEMETERIES The Council manages and maintains several cemeteries in the municipal area and computer records on those still in use. Most of the old cemeteries are closed to burials except for those that have pre- existing rights. Basically, only the lawn cemeteries at Wynyard and Waratah are available for burials. There is also a Memorial Wall at the Wynyard Lawn Cemetery available for the placement of ashes. Councils current policy permits fresh flowers to be placed in the lawn cemetery providing flower vases supplied by the Council and which are located in an easily accessible container at the cemetery, are used. Council staff will remove flowers from the cemetery when they die off and replace the flower vases in the container ready for re-use by members of the public. Plastic or imitation flowers and other forms of tribute are not permitted to be placed in the lawn cemetery. CHILDRENS SERVICES The Centrelink Child Care Benefit can offset some of the cost of child care. Enquires in relation to applying for this benefit should be directed to Centrelink on 13 6150. Warawyn Early Years - Child Care Centre - 6443 8380 The Centre, at 12 Exhibition Link, Wynyard, provides long day care for children from birth to 7 years of age. The nationally accredited centre is recognised by parents and professionals as one of outstanding quality. It is open between the hours of 7am and 6pm Monday to Friday. Page 10 of 36
11 Outside School Hours Care 6443 8380 Wynyard Operating from the Community Centre Corner of Hogg and Little Goldie Street , trained carers provide recreational programs for primary school aged children from after school to 6pm on school days. Transport from other local schools to the Service is available. Care is also available for student free days. Yolla Operating from Yolla District High School, trained carers provide recreational programs for primary school aged children from after school to 6pm on school days. Care is also available for student free days. Boat Harbour Operating from the Boat Harbour Primary School, trained carers provide recreational programs for primary school aged children from after school to 6:30pm on school days. Care is also available for student free days. These services are provided to meet the needs of working parents and non-working parents who have children who wish to socialise after school. Vacation Care 6443 8380 Vacation Care is supervised care for primary school aged children and is based at the Community Centre Corner of Hogg and Little Goldie Street during local school holidays. The Commonwealth means-tested Child Care Benefit applies to this care program. Waratah Child Care Centre 6439 7100 The Waratah Child Care Centre is located next to the old Waratah Primary School, Smith Street, Waratah. Bookings can be made through the Council Office at Waratah on the above telephone number. OPEN: Wednesdays between the hours of 11am and 3pm. To call the Centre during opening hours phone 6439 7103. COMMUNITY CENTRES Located in Little Goldie Street Wynyard, the Wynyard Community Centre offers meeting or activity rooms for hire by community and private groups at reasonable rentals. 13 COMMUNITY ASSISTANCE GRANTS Two rounds of Community Assistance Grants are awarded annually and most locally based community organisations are eligible to apply. Application forms are available from the Council Office and on Councils website round one in late February and round two in early October. Completed applications are required to be returned to Council for assessment. Applicants are notified by mail if they were successful. A maximum grant of $2000 applies under the program. COMMUNITY ORGANISATIONS The Community is well served by a number of active community, sport, and recreation, cultural, educational and religious organisations. Specific contact details of these groups are available from the Waratah-Wynyard Council on 6443 8333 COMMUNITY TRANSPORT The Community Transport Services coordinates this service and anyone seeking to utilise it should contact the Burnie Community Health Centre, Jones Street, Burnie (13 2011) and ask for the volunteer coordinator. A minimum fee applies to this service, which is restricted to HACC eligible clients and includes a wheelchair access bus and patient transfers to hospitals in northern Tasmania. COUNCIL MEETINGS The Council conducts its Ordinary Meetings on the third Monday evening of each month at the Waratah-Wynyard Council Chambers, 21 Saunders Street, Wynyard. The dates are occasionally varied to avoid public holidays and religious festivals. All Ordinary and Special Meetings commence at 6pm and are open to the public although the conduct of some classes of business, prescribed in the Local Government Act 1993, does occur in closed session. The Council welcomes and encourages the public to attend its meetings. At each Ordinary meeting an allocation of a 15 minute question time and a 15 minute statement time is set aside shortly after the commencement to enable members of the public to ask questions of Council or to make public statements on Page 13 of 36
14 matters relevant to Council business. A limit of two questions and one statement per person applies and the public are allocated three minutes for each question or statement. Agendas for Ordinary Meetings are available for public inspection at the Council Offices in Wynyard and Waratah from the commencement of business on the Thursday before each meeting. Subject to copyright limitations, copies of items or extracts from the agenda are available for a prescribed fee or the Agenda is downloadable (PDF format) from Councils website at www.warwyn.tas.gov.au. In case of an after hours emergency, phone 6443 8333 COUNCIL STRUCTURE Council has eight elected members. Each Councillor is elected for a four year term on an all in, all out basis. Whilst voting is not compulsory, your voice does matter ensure you are correctly enrolled to vote. If you are enrolled on the State Electoral Roll, you are automatically enrolled to vote in the local Government elections in the Municipality in which you reside. If you are eligible to be on the State roll but are not correctly enrolled at present, you can get an enrolment form from any Australia Post outlet or the electoral office. General Managers Roll You are eligible to enrol for Local Government elections in Municipalities where You own or occupy land but you are not eligible to be on the State roll for that area; You are the nominated representative of a corporate body which owns or occupies land in the municipal area. 15 The positions of Mayor and Deputy Mayor are popularly elected by residents every two years. The Councillors role is to direct and control the affairs of Council according to the Local Government Act 1993 and other relevant legislation. Councillors are required to present the interests of residents and ratepayers, provide leadership and guidance to the community and encourage communication between Council and the community. 17 DOG MANAGEMENT The Dog Control Act requires all dogs over the age of six months to be registered with the local Council. Registration forms are available from the Council Office at 21 Saunders Street, Wynyard or by Phoning 6443 8333. As the owner or person in charge of a dog, you have certain responsibilities and legal requirements. These include: Registering and microchipping a dog that is over the age of six months; registrations are valid from 1 July to 30 June each year. Keeping your dog on a lead when you are walking on a road or footpath in a city or town; Ensuring that the dog does not roam and that it is under effective control (confined to your own property); Restricting your dog sufficiently while it is in or on a vehicle so that it is unable to leave the vehicle or attack any person or animal outside the vehicle. Preventing your dog from rushing at, or chasing a moving vehicle or bicycle whilst in a public place; Making sure that a bitch on heat is confined away from public places; and Cleaning up after your dog. The Dog Control Act 2000 provide for a Council to set aside areas for the exercising of dogs, subject to specific conditions. All dogs enjoy the freedom of running around without a leash. Waratah-Wynyard Council has established special areas at Boat Harbour, Sisters Beach, Wynyard and Somerset to give your dog the chance to run around leash free without fear of attracting a fine, provided it is still under effective control. These are- During Daylight Savings the exercise areas below are open 6pm to 10am. Upon the resumption of Eastern Standard time they become available 24 hours/day. Boat Harbour from the western end of beach to the last house on beach. Sisters Beach from Stockdale Avenue to Honeysuckle Avenue. Wynyard from Fossil Bluff and the Inglis River mouth to the Port Creek mouth Somerset from Arthur Street to Cam River. The exercise areas below are open 24 hours/days all year Sisters Beach from Stockdale Avenue to the Boat Ramp. Wynyard from Port Creek mouth to Seabrook Creek mouth. Somerset from Arthur Street to Woody Point. Page 17 of 36
18 Whilst using off-leash areas, dog owners are required to abide by the conditions that are clearly displayed on site. For the safety and convenience of other residents, users must dispose of a dogs droppings in the bins provided. Please note: All dogs in a public place outside Councils off-leash exercise areas must be on a lead not exceeding 2 metres, and all dogs in the leash free area must still remain under effective control and be responsive to their owners command. Failure to do so may result in an on the spot fine. DRIVEWAY AND VEHICLE CROSSOVERS Vehicle crossovers and driveways within the road reservation are the responsibility of the property owner, not Council. Any upgrade however must conform within Councils standard drawing for vehicle crossovers/driveways and obtain approval from Councils engineering services prior to undertaking works. Works must also be carried out by appropriately qualified persons. Waste material, especially from land clearing, should ideally be taken to a Waste Transfer Station, not burnt. People wishing to burn materials need to be aware of some obvious dos and donts, including Any burning now illegal for blocks under 2,000m2, Gaining the appropriate Tasmanian Fire Service permits where applicable, Not burning green material, Avoiding burning on hot, dry or windy days when weather conditions are likely to cause smoke, ash, cinders or odour to impact on others or cause fires to spread, Not burning large amounts (large stock piles or more than one) of material at any one time; Having the means to put out a fire available to you, Appropriately supervising and controlling any burning material, and Advising your neighbours. 21 Smokey, smouldering fires in or adjacent to residences are not appreciated by anyone and may cause unexpected outcomes including triggering respiratory complaints. Residents are reminded that though burning off is permitted outside the annual fire danger period; there are penalties that can be applied under the Environmental Management and Pollution Control Act 1994 should negative consequences be experienced from any burning activity. In addition, the Tasmanian Fire Service administers a range of issues relating to fire control and can impose severe penalties for breaches. For further information on dos and donts with respect to fire, please contact the Tasmanian Fire Service on 1800 000 699. Complaints with regards to any burn off activities should be directed to Councils Environmental Health Officer on 6443 8342 in the first instance and also the Tasmanian Fire Service. Back Yard Incinerators The use of back yard incinerators, especially in residential areas to burn unwanted waste, is no longer a socially acceptable practice. Paper, cardboard, plastic and other materials can be legally disposed of in a number of ways, including recycling. The burning of these and similar materials can cause smoke and odour pollution which could lead to an infringement notice carrying a fine being served. Noise Noise should not create a nuisance for other people. In other words, noise should not unreasonably interfere with a persons enjoyment of their environment with regard to its volume, intensity or duration. You should also consider the time of day and your location. If the noise can be heard in a habitable room of another residential premises, it may be considered to be unreasonable. Noise from stereos after hours should be directed to the police. For noise that is emitted during the day, or is an on-going problem, Councils Environmental Health Officers may be able to deal with this problem. Remember to consider your neighbours. 23 GRANTS Councils Community Development Officer can provide advice and assist community groups to access funding opportunities for specific projects from a variety of Commonwealth and State sources. FENCE CONSTRUCTION The Boundary Fences Act 1908 sets out the law in Tasmania relating to erecting and repairing boundary fences. Prior to construction of any fence, it is recommended that you contact Councils planning department as there are local regulations that apply to the height of both boundary and front fences. FOOTPATHS Council footpaths are inspected annually and a program established to rectify the most utilised paths with the greatest hazard to users. 24 Council requires all residents to use a 240 litre MGB (wheelie bin). These can be purchased at most local hardware stores. Additionally, tip tickets are included with residents annual rates notices. An additional sheet of tip tickets can be purchased from the Council office or you may pay at the transfer station. 1. Kerbside collection of domestic recyclables occurs between 6.30 am and 6pm. 2. Council recommends that residents place their bins kerbside the night before collection to avoid missing the service. For any enquiries regarding your locality, please contact Councils Engineering Department. Recycling Service and Paper and Cardboard Recycling Service (Veolia 6427 4646) Veolia operates a Domestic Recyclables Collection Service and Paper and Cardboard Collection Service. Each residence is issued with a recycle bin. This service operates on the same day as the garbage collection every fortnight and the recycle bin should be placed alongside the wheelie bin on collection day. Recycled materials can include the following: All types, sizes and colours of clean glass bottles and jars; paper and cardboard, aluminium and steel cans and trays; P.E.T. (soft drink) and H.D.P.E. (milk or juice) plastic bottles; clean used clothing, rags and shoes. Wynyard Transfer Station 6443 8393 Other solid waste, including waste generated in the rural areas, can be disposed of at the Councils Solid Waste Transfer Station in Goldie Street, Wynyard. The Station users enter via a boom gate after payment of the prescribed fees at the Stations office. Users then proceed past the recycling areas, recycling as much waste as possible (refer below), and deposit waste in one of the four large covered transfer bins. Heavy waste, such as builders concrete etc. in large volumes, is to be deposited in the fifth uncovered bin which is only accessible by a gate which is normally locked but which will be opened by the Station operator when necessary. When the transfer bins are full they are transported by the Councils cartage contractor to the Regional Sanitary Landfill Site at Port Latta for clearance. 26 IMMUNISATION The Waratah-Wynyard Council does not currently run regular vaccination sessions that are open to members of the public at either Waratah or Wynyard. If required to by either National or State circumstances or events, the council will run special community vaccination clinics to provide relevant vaccine coverage to members of the public. Vaccinations for babies and children as outlined under the Tasmanian Immunisation Schedule are available at your local GP. Council will continue to run the successful school vaccination program currently involving high schools within the municipality and will also continue to offer immunisation coverage for a range of vaccine preventable diseases to its workforce, across a wide variety of workplace environments. For further information regarding the details of these vaccination programs or any vaccination enquiries including records, contact Council's Environmental Health Officer during office hours on 6443 8342. JUSTICES OF THE PEACE Normally there is a Justice of the Peace available at Council, but on occasions this may not be the case. Appointments are encouraged to ensure availability. Contact details for Justices of the Peace can be obtained by telephoning the Legal Aid Commission on 1300 366 611. A Commissioner for Declaration is empowered to exercise some of the ministerial functions of Justices of the Peace. They may witness signatures to documents and take statutory declarations but they are not authorised to administer, take or receive an oath, affidavit or affirmation or receive a complaint or issue a summons or a warrant. A Commissioner for Declaration is appointed by profession and can be found at many Councils, Post Offices, banks, schools and the like. Page 26 of 36
27 PARKING Kerbside parking is free throughout the entire municipal area. There are free Council car parks at the rear of the Council Chambers (rear of Woolworths Supermarket) and in Little Goldie Street in Wynyard. Although the urban areas of Somerset and Wynyard do not have parking meters, be aware that significant on the spot fines apply in relation to parking on any white or yellow lines and within invalid/disabled parking zones, loading zones or for longer than the permitted time notified on traffic control signs. PLANNING PERMITS All development and use of land within the Waratah-Wynyard municipal area is governed by a planning scheme. The original planning scheme for Wynyard was one of the first to be introduced in the State in the mid 1960s, and planning for amenity, growth and quality development has been a focus of administration since that time. A new performance-based planning scheme came into effect in October 2013, being the Waratah-Wynyard Interim Planning Scheme. The Planning Scheme can be viewed on the www.iplan.tas.gov.au website. Should you wish to establish any new development (even if building approval is not required), you may need to obtain a planning approval. Home-based business, commercial and industrial activity proposals and the like should be discussed with Infrastructure & Development Services staff to establish whether or not a permit is required. Development application forms are available from Councils website. PLUMBING PERMITS Plumbing permits must be obtained before work commences on any project. To obtain a permit, plans should be submitted to the Council showing the relevant details of the proposed works. Household drainage plans can be obtained by contacting Council during normal business hours. Page 27 of 36
28 POSTAL SERVICES There are three full service Australia Post Offices situated within the Waratah- Wynyard Municipality Wynyard - Goldie Street, Wynyard Somerset Falmouth Street, Somerset Waratah Smith Street, Waratah RATES Rates notices are issued early in each financial year. Council offers an 5% discount for rates paid in full by 31 August. Property owners also may elect to pay rates by two instalments. Where ratepayers are unable to pay in full or by the two instalments, other arrangements for periodical payment may be made by contacting the Customer Service Team. Legal proceedings, which may result in substantial additional costs, may be commenced without further notice in the event that rates and charges are not paid on time or in accordance with agreed arrangements. Pensioner Rate Remission Through Council, the State Government gives a pensioner rates remission to all eligible pensioners. Basically all pensioners with a Pension Concession Card, Australian Government Issued Health Care Card or a Department of Veterans Affairs gold card are eligible. The pensioner must own and occupy the house as their principal place of residence as at the 1st July in the financial year for which the rates are struck to be eligible to claim the remission. Their pension card must have also been effective at that date. From 1 July 2010 the maximum pensioner rate remission will vary depending upon whether or not an eligible pensioner is also a customer of a regional water and sewerage corporation. The Department of Treasury and Finance has informed Council that, for the 2015/2016 financial year, in cases where an eligible pensioner is able to receive both a rate remission and a concession for a water and/or sewerage service, they will receive a rate remission of 30% of rates levied capped at a maximum of $288. In those cases where an eligible pensioner is not a customer of the water and sewerage Page 28 of 36
29 corporation, they will receive a remission of 30% of rates levied capped at a maximum of $425. Please contact the rates office on the above telephone number to check your eligibility. Staff will be happy to advise and answer any questions. RECREATION - PARKS & RESERVES The Waratah-Wynyard municipal area has many attractive parks, picnic and barbecue sites. The most popular ones are located in Somerset, Wynyard, Waratah, Boat Harbour Beach, Sisters Beach, Oldina Forestry area and Hellyer Gorge. Approximately 15 kilometres of walking tracks along the Inglis River and Big Creek provide an opportunity for hours of enjoyment and recreation. They link Gutteridge Gardens, Fossil Bluff, and Cape Bridge which provide a round-trip route to the Bass Highway at Flowerdale. Indoor Recreation Centres (Stadiums) Somerset 6435 2276 Wynyard 6442 1712 Somerset and Wynyard Indoor Recreation Centres offer clean, comfortable facilities catering for basketball, badminton, volleyball and indoor bowls. Bookings can be casual or permanent. SHARPS DISPOSAL SERVICE This service, available during business hours only, provides for the free disposal of "sharps" containers for diabetics and home-care patients. Further information on the service is available from the Infrastructure & Development Services Department. Sharps containers may be obtained on an exchange basis at the Reception Counter at the Council Offices in Saunders Street. Page 29 of 36
30 Under no circumstances are "sharps"-type wastes to be taken to the Council's waste disposal sites (tip) and/or transfer stations, or disposed of through the Domestic Refuse Collection Service. SPORT Playing fields are maintained in Waratah, Wynyard and Somerset. These cater for cricket, softball, soccer, football, tennis and junior hockey. A four court squash centre is located in Wynyard (Keys can be purchased at Council for a fee of $30 tokens are available at Council & Wynyard Timber & Hardware,) in Goldie Street, Wynyard. VOLUNTEERING Volunteering is vital to any municipality and there are a number of ways in which you can be involved with your community and develop relationships. Please contact the Community Development Officer to discuss opportunities for voluntary work in the community. WATER AND SEWERAGE 13MYWATER (13 6992) TasWater sources, treats and supplies drinking water and removes and treats wastewater to homes and businesses in reticulated areas throughout the Waratah- Wynyard Municipality. The Waratah Rural Transaction Centre was officially opened in December 2003. The Centre includes a doctor consulting room, community library, computer on-line facilities, Medicare claims and updated post office facilities as a result of Council having entered a Retain Technology / Label Printing Agreement with Australian Postal Corporation. Camping Ground There is a fully serviced site for caravans and tents available at Waratah situated behind the Council Office. Bookings can be made at the Waratah Council Office 6439 7100. Museum Located in the original Council Chambers in Smith Street, the Waratah Museum is operated by the Waratah Museum Society and staffed by volunteers. A small gift shop operates in the museum building. Entry is free, but visitors may make a donation if they so wish. A donation box is provided for this purpose. Athanaem Hall Tarkine Interpretation centre Wander this beautifully preserved heritage building and be welcomed by friendly and helpful staff. Here you can learn about the Tarkine forest, how to access walking trails and lookouts or simply browse the growing collection of historical photographs on display. 32 Next door to the interpretation centre is an impressive display of working machinery used by a local, Dudley Kenworthy. Kenworthy continued prospecting near Mount Bischoff mine after it closed in the 1940s. Visitors can experience the process by the touch of a button. Page 32 of 36
33 WEED MANAGEMENT Waratah-Wynyard Council has in place a Weed Management Strategy that was implemented after community consultation. It is designed to provide a co-ordinated approach to weed management and to support community groups and individuals in this task. The six priority weeds in the municipal area are: Ragwort, Pampas Grass, Gorse, Slender Thistle, Broom, and Crack Willow. For any queries regarding weed issues please contact Councils Engineering Department. WEED SPRAYING Council contracts professionals to spray town footpaths for weeds. These contractors also spray in rural areas along road verges, around culvert entrances and guideposts. Should a resident suffer severe allergies and do not wish to have the contractors spray outside their property they are advised to contact the Engineering Services Department who will inform the contractors. WYNYARD VISITOR INFORMATION CENTRE Located in the Wonders of Wynyard Exhibition Centre at 8 Exhibition Link, Wynyard, the Wynyard Visitor Information Centre is part of the Tasmanian Visitor Information Network. The centre opens 7 days a week and is only closed on Good Friday, Christmas Day, Boxing Day and Anzac Day before 1pm. A local history collection, including work of noted local, F.M. Alexander who achieved world-wide recognition for his development of human body arrangement and posture techniques (The Alexander Technique), is located in this building. The Centre offers a range of information and brochures regarding local and state- wide attractions and can also assist you with your bookings for both accommodation and attractions within the state.
